Kyoto is, in many ways, unrealistic. Many countries cannot meet their Kyoto targets. The targets themselves were arbitrary and not based upon science. For America, complying with those mandates would have a negative economic impact, with layoffs of workers and price increases for consumers. And when you evaluate all these flaws, most reasonable people will understand that it's not sound public policy.

Unfortunately, the United States has not been in complete control of its borders for decades and, therefore, illegal immigration has been on the rise. But one of the reasons we have not been able to close Guantanamo is that many countries have refused to take back their nationals held at the facility. Other countries have not provided adequate assurances that their nationals will not be mistreated or they will not return to the battlefield, as more than a dozen people released from Guantanamo already have. We will continue working to transfer individuals held at Guantanamo and ask other countries to work with us in this process.

I told the Chinese President, President Hu that I was going to go to the ceremony [to award the Dalai Lama with a Congressional Gold Medal - the top US civilian honor]. ...I said I'm going because I want to honor this man. I have consistently told the Chinese that religious freedom is in their nation's interest. We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American senator declared: 'Lord, if I could only have talked to Hitler, all this might have been avoided.' We have an obligation to call this what it is -- the false comfort of appeasement, which has been repeatedly discredited by history.
