United States President 2001-2008
"Unfortunately, the United States has not been in complete control of its borders for decades and therefore illegal immigration has been on the rise," Bush said before signing the measure in the White House's Roosevelt Room. "Ours is a nation of immigrants. We're also a nation of law. "We have a responsibility to address these challenges. We have a responsibility to enforce our laws. We have a responsibility to secure our borders. We take this responsibility seriously," said Bush.

There isn’t any sensible approach except to do what we need to do simultaneously—you know, secure our borders with technology, personnel, physical barriers if necessary in some places. And we need to have tougher employer sanctions and we need to try to incentivize Mexico to do more"

Governor of California 2003-
"I understand it when someone thinks that way. But the fact is that we must do two things; secure the border, and at the same time, simultaneously, have a guest worker program so that we are able to bring in people legally from Mexico, because we have people that want to work, and we have people that need workers. So we have the perfect situation of supply and demand. So what we have to do is just make it possible, make the government be a facilitator."

There was an immigration bill that had a fence (requirement) in it, but it was to attack amnesty. I don't like amnesty. So I voted for that bill, but I didn't like the fence. I don't think the fence can solve a problem. I find it rather offensive.
